Former Natrona County Clerk of District Court
As a friend and past Natrona County Clerk of District Court, I am writing this letter in support of Jill Kiester’s appointment as Clerk of District Court. I believe she is the best applicant for the position.
Jill and I worked together in the Clerk of District Court Office beginning in 1986 under then Clerk, Sue Pate. Jill worked her way through the office., until Sue promoted her to Child Support Enforcement It was then, and continues to be, one of Sue’s best decisions for the citizens of Natrona County. Jill has worked her entire adult life serving the citizens of our county, and her interest in seeking to be appointed to the Office of Clerk of District Court shows her continued interest in doing so.
Jill has worked in the management of the Child Support Enforcement Program for over twenty years., the last 8 as the department head. She has shown herself to be an excellent leader and an asset to the program. She has a well-trained staff and their work together, has led the State of Wyoming CSE and the Natrona County CSE Offices to the top 1% in the nation.
Her dedication to excellence, leadership skills and administrative knowledge regarding payroll, budgeting, and overall county policies will be a significant benefit to the Office of the Clerk of District Court.
For the past two decades, Jill has worked closely with the Natrona County Commission, the County Clerk, and Treasurer on county budget, insurance, and policy issues. She has had daily interactions with the District Court Judges, and attorneys all across the State of Wyoming. Her knowledge of, and communication with, these parties will be invaluable as the Clerk of District Court. Her current position has provided her with knowledge of court filings -and procedures, as well as familiarity with the Wyoming Statutes and Rules. Jill has worked for years using the POSSE child support system and has an excellent understanding of the child support process handled by the Clerk of District Court Office.
The CDC staff has shown their ability to keep the office up and running after the untimely death of Anne Volin. I sincerely believe that under Jill’s leadership the continued dedication of the staff of the Clerk of District Court’s Office will result in an office we can all be proud of.
I have pledged to provide my direct support and in person assistance to Jill in the transition, and she has eagerly accepted my offer. I personally endorse Jill Kiester to be appointed as Clerk of District Court without any reservations whatsoever.
